You have to read between the lines and know a little about what is really going on to be able to discern fact from fiction when it comes to socialist propaganda. Several months ago Panama authorities announced they were going to bring in million of low wattage light bulbs to help alleviate the high energy demand relative to production of the country. Now this article from the Cuba's Prensa Latina takes credit for the plan and by wording it a certain way leaves you with the impression they are providing the bulbs as well. This is not the case. The Panama authorities are buying the bulbs and delivering them to the various areas of the country where they will be distributed. MAkes a good PR story without actually lying though.
Panama Promotes Energy Efficiency Policy Panama, Oct 27 (Prensa Latina) Panamanian authorities announced
Monday the activation of an operation intended to replace incandescent
lamps in the residential sector by 6 million saving bulbs, in an
initiative pointing at energy efficiency. In statements to the press, Panamanian Energy Minister Dani
Kuzniecky said that starting from November 6, the change of 3 million
incandescent lamps will start in zones of the capital. The arrival of a second lot of 3 million saving bulbs for
the zones of the interior of the country is scheduled for the beginning
of 2009. The campaign is the result of a cooperation agreement with
Cuba, by means of which Cuba offers support on logistic and experience,
based in projects already in force in Bolivia, Jamaica, Honduras,
Suriname and Venezuela, among other countries. A campaign in the communication media to highlight the benefits of consumers in an initiative of that kind will be fostered. He said experts are working in the design for a National
Energy Plan, which includes proposals such as tax reduction for high
energy efficiency items.
